Maximilian Hoell, VCDNP Intern from February to June 2014, is the winner of the Fall 2014 International Affairs Forum Research Award Competition and has had his work published in Routledge Taylor & Francis Group. His article titled, "Beyond the bilateral balance: moving toward a new framework for analysis of Chinese nuclear strategy," started as a research project at the VCDNP. We would like to congratulate Maximilian for his great accomplishment.

In his article, Maximilian Hoell offers a novel analytical framework for understanding China’s nuclear policy: instead of concentrating primarily on the US-China nuclear balance as the main driver, he explores a more comprehensive approach that also takes into account China’s nuclear balance(s) with Russia and India. One of the results of this view is a new explanation for the timing of China’s nuclear weapons modernization.
