On 14 February 2019, on the eve of the Munich Security Conference, the Nuclear Threat Initiative (NTI) held a tabletop exercise on responses to potential attacks with biological weapons. VCDNP Senior Fellow Angela Kane participated in the exercise, along with a number of other senior leaders from around the world, including NTI Chief Executive Officer Ernest Moniz and former-Senator Sam Nunn, who co-chaired the exercise.

Ms. Kane has been a contributor for several years to the Global Challenges Foundation's publication "Global Catastrophic Risks", in which she assesses the challenges associated with the prevention of chemical and biological warfare. During the exercise, Ms. Kane drew from her experience, especially while serving as the UN High Representative for Disarmament Affairs, and contributed to specific recommendations to strengthen the global system for responding to deliberate, high consequence biological events.
