The Vienna Center for Disarmament and Non-Proliferation (VCDNP) cordially invites you to attend a webinar on “Nuclear-Powered Submarines and Non-Proliferation: Technical Considerations for an Article 14 Arrangement” which will be held on 7 February 2025, from 14:00 to 15:15 Central European Time (CET) via Zoom.

In recent years, naval nuclear propulsion has taken a prominent role in international fora. Several non-nuclear-weapon States are interested in acquiring nuclear-powered submarines. Critics have warned that they could pose both non‑proliferation and geopolitical challenges when acquired by States that do not possess nuclear weapons. A particular point of contention has been the potential shape of an Article 14 arrangement, which must be concluded between the IAEA and a non‑nuclear-weapon State with a nuclear-powered submarine programme to ensure that nuclear material used for this programme is not diverted.

During the webinar, former VCDNP Research Intern Alexander Hoppenbrouwers will present his research on technical issues, such as fuel types and submarine design, that have implications for the shape of an Article 14 arrangement.

Speaker:

  • Alexander Hoppenbrouwers, Research Intern (former), VCDNP

Commentator:

  • Laura Rockwood, Senior Fellow, VCDNP

The seminar will be moderated by VCDNP Senior Research Associate Noah Mayhew.
