VCDNP Research Associate and Project Manager Mara Zarka and VCDNP Senior Fellow Dr. Sarah Case Lackner contributed to the e-journal 1540 Compass, published by the United Nations Interregional Crime and Justice Research Institute (UNICRI) special edition celebrating 20 years since the unanimous adoption of UN Security Council Resolution (UNSCR) 1540 (2004).

Their contribution examines the implementation of UNSCR 1540, which provides a comprehensive framework for combatting the proliferation of nuclear, chemical, and biological weapons and their delivery systems by non-State actors, since its adoption, and offers recommendations for strengthening its implementation going forward.

The paper entitled “UNSCR 1540: Improving Implementation to Ensure A Safer Tomorrow” takes note of challenges to the threat environment, including those posed by rapid advancements in technologies such as artificial intelligence, and argues that to ensure a safer world for all, a robust and universal implementation of UNSCR 1540 is needed.
