On 19 December 2017 Ulrich Kühn addressed the annual Export Control Forum of the European Union. In his remarks, he underscored three very recent proliferation trends. First, proliferators have become ever more sophisticated. Second, political consensus on how to curb the spread of weapons of mass destruction is, in some cases, at best fragile. Third, new technologies with potential dual-use applications are emerging at a rapid pace. VCDNP's Ian Stewart chaired the session.
