
From 29 June to 3 July 2026, the VCDNP held an intensive short course on nuclear non-proliferation, the International Atomic Energy Agency (IAEA) and other critical nuclear issues for the Saud N. Al-Sabah Kuwait Diplomatic Institute. During the course, 15 Kuwaiti officials based in capital and international duty stations received expert briefings and engaged in interactive discussions on a range of current nuclear governance issues, in particular related to the IAEA and its policymaking organs.

Topics addressed during the course included an overview of the nuclear non-proliferation regime, the IAEA’s history and mandate, and recent negotiation trends in the Agency’s Board of Governors and the annual General Conference. Course sessions also focused on nuclear safeguards, nuclear security and peaceful uses of nuclear science and technology.
Additional topics included the impact of emerging technologies on the nuclear sector, prohibitions of attacks against nuclear facilities, the implications of naval nuclear propulsion on the safeguards system, and the IAEA’s budget negotiation process. Finally, course participants also engaged in an interactive discussion about negotiation dynamics within and between regional groupings and regional proliferation issues.
